Explanation
 The firmware timed out when waiting for a JTAG lock to be granted 
by the JTAG ADAL (access device abstraction layer). 

Response
 If this is a tracking event, no 
service actions are required. Otherwise, use the FRU and procedure callouts 
detailed with the SRC to determine service actions.
